President, Schenectady County Community College
Dr. Quintin B. Bullock is a consummate professional, an experienced educator, an exemplary community leader, a mentor, and a positive role model for students and aspiring leaders, with an extensive, diverse professional background in higher education. His career has advanced from an urban high school science teacher, a director for STEM enrichment programs, Executive Dean for an urban campus, Provost for a cutting edge leading institution, and President of a responsive and innovative institution of higher learning where the student is at the center of the enterprise.
Under his stewardship at Schenectady County Community College, he developed a Five-Year Strategic Plan: Gateway to Excellence, established new business, industry and community partnerships, facilitated the development and launching of new academic and career programs responding to an emerging workforce, led the development and launching of an Early College High School in partnership with Schenectady City Schools, expanded dual enrollment course offerings with local high schools, and secured over $12 million dollars in state, federal, and private grant dollars to support and expand college services and the development of new academic and career programs, working collaboratively with local business and industry. Additionally, he led the planning and designing of new capital projects, including SCCC @ Center City, a 31,000 square ft. satellite site located in downtown Schenectady, a 12,000 sq. ft. School of Music expansion project, renovation of the HVAC system in Elston Hall and the Begley Building and College Suites, the College’s first student housing project. In addition, he is leading the effort to open an extension site at 112 State Street in Albany, New York, in January 2014. Dr. Bullock is a proven and results-oriented community college president who is recognized for his exemplary leadership and being an ambassador for the students and communities he proudly serves.
Most recently, Dr. Bullock was appointed by Governor Cuomo to the Capital Region Economic Development Council and co-chair for the Workforce Development and Education Work Group. Additionally, he is active on numerous local and national boards and is the recipient of many distinguished leadership and community awards. Dr. Bullock’s honors include the Capital District YMCA President’s Award in 2013; the Community Fathers Incorporation Exemplary Service to the Community Award in 2012; the Schenectady County Chamber of Commerce Executive of the Year Award in 2011; the National TRIO Achiever Award in 2011; and the Business Review 2010 Promising Newcomer Award.
Dr. Bullock’s leadership training includes the League of Innovation in the Community College Executive Leadership Institute, the American Association for Community Colleges Future Leaders Program, the Thomas Lakin Institute for Mentored Leadership, the Wharton/IRHE Program in Higher Education, and the Harvard Seminar for New Presidents.
He holds a Doctor of Dental Surgery degree from the University of Texas Health Science Center: Dental Branch, Houston, Texas, and a Master of Education and a Bachelor of Science from Prairie View A&M University, Prairie View, Texas.
